Issues and Tasks for Reorganization of Social Service Delivery System under the Moon Administration - Focusing on publicity and decentralization

Abstract

|
The purpose of this study is to propose the principles, models, strategies, and tasks of the social service delivery system which should be aimed at the Inclusive Welfare State (IWS) under the Moon administration. First, we analyze the current status of social service delivery system for the elderly, the disabled, and children, and then describe the critical issues of publicity and decentralization. Based on the review, we derive the basic principles of new social service delivery system. The principles of reorganization are to promote publicity in social service, to the protect people based on the community system, and to ensure user rights. Strategies and tasks to apply these principles include strengthening the coordination and linkage function of the Social Security Committee at the central government level, and simplifying the delivery system for users and integrating the supplier delivery system at the local government level. Most of all, the central government's practices to securing direct service providers in local communities through their affiliated organizations and delegating social service benefits to local private service providers should be eradicate and transfer executive responsibility to local government. In addition, it is a prerequisite for the local government to secure enough expertise and organizations to carry out the task of restructuring the social service delivery system. The results also provide implications for community care, social services, and public services.
